there are thousands of such pictures on the net for free. indulge yourself there.
 
You can't come off as not creepy, you're asking a random woman to have a picture of her feet. She'll probably know why so unless you want to lie to her and run the chance of getting into trouble i would just ask and accept the decline if it comes about (which it probably will)
