I think that sometimes it's about timing, intensity, and sensitivity.

timing-what time during sex the person's being tickled. Some get so hypersensitive that they can't take the sensation at that point

intensity-how aggressively is the person being tickled? Lighter and longer strokes to the body vs the more intense or aggressive tickling

sensitivity-some people get highly sensitized during arousal and just can't take any other form of stimuli
