There is a forum, but it seems that nowadays people prefer to communicate by social networking sites, like this group.
From time to time, there are gatherings at a cafe. It would be good if you speak some Russian.

Well, I don’t think the local activity has one center you can be invited to, it’s rather a multitude of separate groups.
So, you can start with the forum and introduce yourself there. If you want, you can refer to me as to the one who has invited you – my username is the same. There are no much people now, though, but there are occasional large gatherings for everyone. To get acquainted with someone it’s better to use the social media site I’ve mentioned and try your luck there.
