Sending signals back and forth is relatively easy.

It's the hardware that'd be the challenge.

Yes I've done this using a remote home control system. The 'ler watches me on Skype while she logs in to a Guest account on the home control system and controls various 110V devices I have set up as ticklers. Sadly, right now, I have slow cheap Internet and it doesn't work well. But the short answer is "Yes"... it's easy, just not cheap.
