There is a vast difference between being tempted, that is, thinking thoughts in your own mind, and behaving like a fool.

I have certainly been tempted. I have never let my social life overlap with the workplace, and I never will.

The polite saying about this is "Don't foul your own kitchen."
The blunt saying is "Don't sh** where you eat." 😀

It's one thing, and a gray area at that, getting in a quick playful tickle in here and there but to "lift someone onto your sholders and tickle them" is going a bit far and over the edge here. THAT is definitely inappropriate to say the least and warrants disiplinary action of some sort.
