It looked like foot-fondling rather than tickling to me, but thanks for the link. 
Why is she squealing in advance of her feet getting touched? I don't think there's actual tickling going on, but I think that she's anticipating it, as an unticklish girl doesn't usually squeal as soon her foot gets picked up.
I wish City of Mica was here, he speaks Japanese; it looks like maybe he was on a dare or part of a contest and had to to suck her toes and couldn't bring himself to do it. That's the only other thing in my experience that gets a girl squealing, even if she wasn't ticklish. The wet weird feeling just icking her out or something.
