There's not much of a tickling scene here, unfortunately.

The best bet would be getting into the BDSM culture and find some people who enjoy tickling at these gatherings.

There were two Serbian studios I know about that made tickling videos. DuneHands (which is pretty much impossible to find nowadays) and TickleNail (who still make some videos).
 
Might be a long shot, but there's a pro domme called Goddess Bojana, I think she's Serbian. I've never seen her doing any tickling but she dabbles with foot stuff.
