Well, not that I have a vast experience, but I find that the more comfortable the ticklee is in their clothing, the better.

Thus, if a woman was comfortable in a bikini, then that would be a great outfit. Near maximum of exposed skin, while still being decent.

If that isn't the case, a pair of boy shorts and tank top/sports bra is more material, but still exposing the major areas.
