I've done this myself in South Korea. They're called Doctor Fish in English. They nibble off the dead skin.

It feels really weird, almost erotic but mostly weird, and sometimes it does tickle. They recommend putting your feet in slowly and working up to putting your whole foot in.
 
thats been around. i tried it myself and it feels wierd at first but then it feels nice.
