He is! I'll see later if I can find the exact quotes, but he said on Twitter that he is ticklish "all over"; on a certain celeb videos app that he has ticklish feet but doesn't like having them tickled; and on Instagram live that, from 1-10, he can be as little ticklish as 3 and as high as an 8.5 depending on who's tickling him and where.

They were! That's the scene Charlie Halford was refering to when he said on Twitter that Matt has very ticklish feet! Charlie's the guy in the photo binding Matt's wrist, he definitely tickled his feet after binding his ankle(s) 😀 Unfortunately, I never found any bloopers from the show that show it!!
