I'll admit that I'm also very ticklish down there and it's one of my fiancee's favorite spots to torture me (in a good way of course 😉 ). But hypothetically speaking, if I was at a gathering, I certainly don't believe I'd even take into account someone's privates being ticklish, even if they talked about it in such a way as to provoke tickling there. It's crossing a line that I feel can only be done when there's plenty of trust and familiarity involved. And I definitely wouldn't discuss my own reactions to such, even if tickling in general is a major turn-on for me. Heck, even the hearing the t-word from another innocently spoken gives me shivers.
But even though the above is all just my own opinion, like Ivory Tickler said, if the trust is there and the limits are discussed openly, have at it! 🙂

My boy and I are both extremely ticklish around that area, and take advantage of it. But as far as playing with others, I have had Lers tickle very close too that area and didn't feel uncomfortable, so I guess it depends on your comfort level with your Ler, how much you trust them, if you're already friends, etc.
I think we all know by now that at least half of us are going to get aroused during play no matter what. And as long as we don't try to go and act on the arousal, there's nothing wrong with it
