The thing is, they would never dare do that with Thanos either! LOL! This is from a kiddie comic that Marvel used to put out, "Spidey Super Stories".

I'm not even sure I would be able to make a list of 100 comic book villains, let alone the "best" comic book villains.
Anyway maybe it's just me, but I find Harvey Dent overrated. Sure he's a good villain, but I would definitely not put it that high on the list.
Also scarecrow was put pretty low on that list.

Anyway. Here's my personal list:
1. mr Freeze
2. Joker
3. Magneto
4. Bane
5. Lex Luthor.

But I know of these guys more by watching cartoons/movies, than reading comics.

Personally, I'd have placed the Red Skull higher on the list. Read the TPB 'Red Skull: Incarnate" for a portrait of true evil, and how he became thus.

P.S. I would also place Zod higher on this list (kneeling while typing, of course).
