I am trying to find the name of the tickler in these videos.

She seems to be very adept with the nails on the soles.

Ultimately, I’m trying to find a video where she is on the receiving end. I would enjoy watching her receive a comeuppance administered on her feet.

Stella. There are some clips of her as a blonde getting her feet tickled by Taylor Raz. Might search for Stella's Surprise Tickle, Stella Racked and Tickled, or Just You Wait - Stella Spread and Tickled. Good luck.
 
Stella. I remember her. Was a favorite of mine when she was active. I assume at this point that she's retired.
