I wish I could say for sure. Looking at it I don't believe it's "Ah! My Goddess", but it's hard to tell. I'll do a couple of searches. If I find something I'll come back and let you know.

Are you sure ? Because the girl looks like Belldandy and that dwarf looks like a super-deformed version of Keiichi .
It doesn't have to be mainstream manga , it can also be non-cannon , unofficial version of the series submitted in the doujinshi.
 
It's from "Magical Tarurūto-kun," there are a few more tickling scenes from the series in the "Huge Anime Tickling Thread" on TickleTheater.
