Looking over everyone's opinion . . . I think it all boils down to how someone views PDAs in general - because let's face it, lovers touching each other in public in pretty much any way in PDA. If it makes you uncomfortable, you'll find foot massages uncomfortable to see in public. If you don't give a shit, you don't give a shit.
What I learned is touching a woman's feet is intimate contact (albeit a mild form, but more so compared to say, simple hand-holding). I've given gal pals foot massages on a sheer platonic level; but I'm mindful now that some "regular" folk don't see it as that.
