The two ways I judge a 'ler: Intensity and ferocity.
Intensity: How into the tickling are they. Are they willing to explore? Do they know how to tickle? Is there more than just tickling going on? Do they taunt their victims? Stuff like that.
Ferocity: How much do they want to destroy their victim! Now while a good strong tickling to try and break the 'lee right away is great, slow teasing and good use of tools is also very hot. But how they focus till they find that special spot and then use that weakness to just make the 'lee explode with laughter is really important.
The combination of these two core concepts makes the overall Presence of the 'ler worth noticing. That way you don't just notice the 'lee; the presence of the 'ler should compliment the 'lee.
