Reading a few threads on here, this question occurred to me. Different people are clearly defining "ticklish" very differently.
There's the widest possible interpretation: If someone is in the right mood, touched in the right way, in the right spot, and they react in some sort of way, then they're ticklish.
The narrowest: No matter what mood they're in, if you touch them on the right spot, they'll have a significant reaction that they wouldn't be able to repress no matter how much they wanted to.
And everything in-between.
For me, if someone has the ability to turn it on and off, I wouldn't call them ticklish. But that's just me.
