Last summer and during my winter break, there were three really hot girls who I saw barefoot during two or more different times yet whenever I wanted to tickle them, I always got nervous and didn't. And then after the opportunity ends, I always get annoyed at myself. I don't think there is any reason to feel bad about your hesitation. There are a number of reasons why a person would hesitate and they are all quite understandable. Some people regard tickling as something that is personal between 2 people that like each other and is not to be viewed by others like sex or even kissing. Those girls could have reacted as if you had kissed them on the mouth and they really didn't know you. Some people hate being tickled. You may have offended them and it is obvious that you like them and don't want to offend. Some people are not ticklish and you may have been embarrassed by exposing your fetish on a non-ticklish person. Some people still view this fetish as weird and practiced by freaks. Maybe you didn't want to risk that if you don't know their attitude on the subject. The list goes on and on. Common sense will tell you when the conditions are right for the attack. My advice is to be patient.
