It really depends on what each pair of feet look like. So this might sound a little strange or complicated, but I don't like when toes are too short, like stubs, but I also don't like when they're really long either, like fingers. I think there is a golden ration for perfect toe lenght, not to short and not too long.
Similar for arches. While my wife has flat feet with no arches, I'm not super crazy about that, though I can live with it. But I am also not crazy about arches that are so ridiculously high, the foot is all arch.
I realize it kills the question, but as a somewhat foot fetishist, the question is never quite as simple as bigger or smaller. Though I guess I will admit I prefer bigger over smaller, contrary to my wife's own tiny feet. She can actually fit into kids size shoes and frequently buys them to save money for herself.
I would say bigger, but more realistically, it would be the overall nicer looking pair of feet with the toes, arches, and sensitivity level that most closely resembles my golden ratio.
