Making any statement about 'X' type of human is ticklish based on personal observation is statistically meaningless. You can't see a big enough sample set to make a sweeping generalization over a racial sub-group.
What we do know: Basic human nervous system response has been found to be pretty indistinguishable across race. The cosmetics of humanity vary like crazy, but the business parts under the hood are pretty much all the same. Some races have slight advantages due to selective genetic breeding over time. But there is no evidence that tactile responsiveness is something that is selectable.
IN FACT:
They have yet to find out if ticklishness is genetically vectored. It doesn't seem to follow any set inheritance pattern. It may well simply be a systemic flaw in the nervous system that manifests weaker and stronger in people due to some unknown set of factors.
