Speaking as a former teacher, I believe that American public schools generally do a poor job of teaching research skills, logic, and critical thinking. Many students graduate from high school without having learned anything that would be useful in real life. Public schools exist mainly to teach obedience and rudimentary academic skills and don't even do that very well. The problem is compounded when naive, ill-informed citizens get their "news" and information about the world from network television and other mass media that blur the line between information and entertainment. I have known college graduates who consider supermarket tabloids a reliable source of news and who think that "reality show" contestants are typical, average people.
A love of learning and a healthy sense of skepticism would help people make better decisions, but I think that many political leaders prefer a more naive general populace which is easier to "govern." Because independent thinkers threaten the conformity and passivity which our society seems to value, it's unlikely that our lukewarm public education system will change any time soon.
