If you're gonna give a theory it has to apply to all minorities, not just blacks.

Wrong again.
The only theories that require more than one ethnic minority group lumped into the same presentation would be those which distinguish between whites and "non-whites." As soon as you ask the question about why there is a disproportionate amount of
Blacks in jail, than whites, you have specified an ethnic group, and can no longer use "minority" as a category of population.
Next to Native Americans (The Oldest American), African Americans are generationally, the oldest running minority population in the country STILL not yet completely afforded total assimilation into mainstream society.
Statistically, African Americans were incarcerated at a rate 5 times greater than whites over the last 25 years, and 3 times greater than Hispanics over the same time period.
So, not only is there a disparity in the number of African Americans incarcerated as compared to Hispanics, but creating a theory as to the reasons why this disparity exists, necessitates their ethnicity be differentiated.
So, its important to understand all underlying factors that contribute to the present condition in which Blacks find themselves in America as it pertains to the criminal justice system. Some is generational, some self-inflicted, and some social, etc.
