Actually, it's because though women are often looked at as inferior in terms of intelligence and physical strength, the woman is overpowering the man here, with the cord from a vacuum cleaner, no less, a tool commonly associated with women and housewives. I see the picture as more an artistic portrayal of women overcoming inequality.

Being a guy who doesn't get very deep that often, I didn't see the pic as anything close to what Annie wrote, though now that I look at it more closely, I totally agree.
