There could be many reasons.
I'd need a more detailed explanation of exactly what happens after you enter the chat forum in a clear step by step "I do, and X happens" format.
Then we can trouble shoot your issue.

The lock simply means the forum is a locked one that allows no posting. It has no effect on the function of the room.
The sort of error that you are describing is a java fault I think. Head over to Sun.com and update your Java plug in and odds are things will work.
