Starting at the toes and working along the outside edge down to the heel. Then up the other side, slowly tracing clockwise around, getting closer and closer to dead center (preventing excessive toe-wiggling is obviously crucial). Now that the subject is warmed up, use the tongue right in the middle and move up, slowly but only flicking the tongue. If she adapts to the sensation, switch to a "scrabbling" motion. Use the tongue again whenever possible, and if it's really pleasurable for her, run with it.
