Actually, you don't need to send vibrations over the net. All you'd need is a remote-control vibrator with a computer interface. Should be standard technology by now.

But the ultimate gadget would be a full-body suit with inbuilt little bristles which are connected to several remote-control vibrators. Then, your 'ler could just point on any spot of a schematic body picture on his screen, and the vibrating bristles there could tickle you...
