picture this,
your on a first date and in a private area of a vary nice restaurant. everything is going well. good food and conversation when your date tells you about their foot fetish. at that point they reach over and lift your foot and put it in their lap and remove your shoe and begin to massage and then tickle the bottom of your foot.

I dont like to use the word "weird", because that in a way implies something negative, or a putdown, which I dont believe is a kind or right reaction for any interest, or fetish, whatever it may be. We all have our things. I would feel more comfortable with the use of the word "odd" here.
Also, were I on the receiving end of such, and was not into feet or tickling as a fetish, I would feel a bit uncomfortable if someone tickled my foot out of nowhere on the first date. I would want them to get to know me, and I would want to get to know them, before engaging in such activities. It makes it more comfortable, I think, if one at least gets to know another person well, before doing such activity. I would never just take a girl's foot, and tickle it or massage it out of nowhere on a first date. That to me would scare someone off, no matter how well a first date was going.
A better way for me would be to get to know each other as people first, and then, as the interaction became more intimate, to explain to my partner about my foot and tickling interest, and to include it as a greater part of the sexual experience. This way, whoever I'm with, will feel more comfortable with me as a whole person, and be more likely to at least be open minded when a fetish or alternative lifestyle subject is discussed.
Honestly, while some very open minded people might be okay with the scenario you discussed, I think many, no matter how open minded, might be uncomfortable with such, especially in the manner you described.
