(to avoid any "Underage" Nonsense, just make them both 18 yrs old.) Nothing too extreme, just yutaka tickling minami trying to cheer her up.

Technically they are 18 yrs old, in the series they're in their final year of high school moving onto university, its just that the artstyle is super deformed for the sake of cuteness.
