Let me try to clarify:

Boobs and asses come last if at all to me when looking at someone. I look at a woman from top to bottom when checking her out. If she gets turned on from me tickling her, I tickle more, honestly. If she tells me she wants to do something more sexual, fine. But I don't think much about it. If she doesn't want to, fine, I'll just tickle.

Aside from tickling, I don't really like making choices; I'll let the one I'm with decide where she wants to take it.

If she gets turned on, I only see that as an anticipation of what she asks next. Sometimes I think it'd be nice to have something more, like a girl giving me a hand job while I tickle her but it's rare I'd suggest it.

Your describing a situation of almost zero responsibility on your part as to how a sexual interaction proceeds. It's 100% reactive. You'll go with the flow.

You don't seem to WANT anything from your encounters. Or have a clear idea of what roll they could/would play in your life.

I think that the frustration you are feeling is that no woman can read your mind and then lead you down the path of connecting all those dots by offering all the right permissions, and so forth.

I get the feeling that you need to get a better idea of what you want from sexual interactions, then share that with prospective partners.

What I want? What, like kids? Goals? I'm not after children (something that killed off my last relationship).

I just want to get off. But those experiences I've had with girls are a mess (it hasn't happened, they're too gentle or rough or whatever), so I do go with the flow. You're right that I don't want much of anything nor apply responsibility to myself; why would I? So I'm one more mistake in what women want? All I hear about my own gender is we're savagely, mangy, unkempt bastards who lay with any girl who invites it and then leaves. So why put myself in a position where I earn that label?
