I think that's right - this is not the movie, this is a little youtube comedy short that someone made with a coincidental title overlap.

I like that she wrote herself as not getting mad at being tickled to the floor. She's mad about the song, but she recovers from being tickled instantly.

The presumption behind the scene, to get a little meta here, is "If you're ticklish, of course you're going to end up getting tickled sometimes and all you can do is curl up in a ball and laugh until it's over, then go right back to whatever you were doing."
