Well, excessivly oogling can be creepy, but as long as people keep their hands to themselves is the main concern.
One could argue that in some states and some countries(as women do) they have the right to go around topless. People will certainly stare if they do, however, even if they have the right to without being noticed. Then again, someone has the right to wear a huge bright purple/pink toga down the street as long as they're covering the essential parts. People will still stare, those who think it to be an interesting site. Does that necessarily make them wrong?
Plenty of women dress like total sluts and get angry at the men for staring at them. By the same token, many men dress like douches and get angry with the 'what you looking at" idea when peopel stare at them. It's a matter of perspective. And I don't think anyone can lay the blame on one side.
Women have the right to wear sandals without being noticed, but it does turn people on. Women aslso have the right to show other things, but that turns people on too. All women have the right to wear no gloves and show their hands...but that turns some people on too. I don't think anyone can really prepare for how other people will take them exactly. But don't get all offended by "my right, my right!" cuz that's what made the world a land of excessive suing. Because other people have "the right" to stare at things that are in public venues, even if it's another person. And don't argue differently, because most people record everyone else now with iphones and digital cameras, and nothing is done about it. If that's ok, by the realm of rights. Staring is too. Is it creepy? sure. But again, as long as everyone keeps their hands to themselves, that's the main point.
And I say this as an innocent who might drop my pencil on occasion in college class to get a look at some base soles slipped out of sandals..but that's as far as I go. ^.^
