I've had a day that can be best described as being spat from the mouth of Hades!

I spent most of the weekend studying for my Notary Public license. There is a huge waiting list in my county, so I was told I could take the test in another county. I called the unamed county's bar association and was given a green light. I drove over an hour on Friday to fill out the application and pay for my test. They took my ID and my check that both showed my home address.
It's today at about 9:30am and I had driven an hour to get to the test on time. They start 15 minutes late (think they would've let me in if I showed up 15 mins late?) and begin passing out tests to everyone except me. I was told I could not take the test because I was not a county resident.
Now, let's review:
I called in advance and got the green light
I showed up and showed my home address on my drivers license and my check.
I filled out an application with my home address on it.
Do you think they could've informed me at any point of this process that they couldn't do it?
Everyone stated they knew the law, but when I asked the director why her staff didn't inform me of the law they claimed to know, she glibly answered "I don't know" and basically walked away. Oh, did I mention they have no idea when they can refund my money???
I already put a call into the state offices, and I might get it returned sometime before hell freezes over. This is supposed to be the bar association-the hub of legalease. Everyone knew the law after I spent money and wasted valuable time, but no one knew it when it mattered--at the beginning! All they had to do was tell me over the phone and none of this would've ever happened.
Why am I posting this on this thread (inquiring minds want to know)? I ended up with a migraine headache and unable to go and work out. I've had the most unproductive day of the year today and I'm still angry about it. Now I have to wait until my county administers the test--December 17th!
