No, because I've had sex with people I definitely wouldn't want to do tickling with. 
Okay, serious answer now: it depends on who I am with and the circumstances, the mood we are in, etc. I think a lot of it has to do with trust, and in order for me to be THAT intimate with someone, I need to know that I can trust them.
