It doesn't intensify tickling. It's a skin irritation material that produces a different set of tactile responses in the subject.
If you get off on simply causing a reaction, then it has some value, if tickling is what you like it's unsatisfying in all it does is make your subject cranky and frustrated.
It's also dangerous. Most itching powders are tiny fiberglass based particles. They can lead to some serious skin rashes, and if they get in an eye, mucus membrane or are inhaled then medical attention will be needed.
I wouldn't use them.

victime's arms are tightly tied above head to ceiling. While she has not any opportunity to touch nowhere unless her soles, her full body is covered by itching powder then it would be nice to watch her helpless squirms...
after a while she will beg for scrathing you would have only a feather to help her with slight touches 🙂)
The itching powders they sell are made from ground up rose hips, NOT fiberglass. They are sold as lame joke/prank items and say they wash off easily. They wouldnt be allowed to sell fiberglass as itching powder...
I did find one itching powder that used to be manufactured decades ago, and it was a serious itching powder made from some exotic plant.
