Just my two cents...
we're all here either to share our fetish and/or to make connections.
So I would not find surprising or disrespectful if a first PM contact with a girl is indeed about tickling. I guess that the subject can be a reasonable ice-breaker. Then if the conversation flows, everything is fine. If it becomes compulsive about tickling, well, there are good reasons to cut it, maybe after a warning... (and if the guy just don't understand, at least he had a chance), if both don't like it.
As dtrell pointed out, there is a difference between a first PM ignored and a sudden cease of conversation without obvious reasons.
SPeaking about instant messages, I got several "Hi, what's up?" messages ignored. Fine. Mz Chaos is right when she says that everybody is free to choose who and when to speak to.
A couple of times it happened that communications were shut down after some time with no apparent reason. That pissed me off.
If somebody has issues, fine. Nobody is here living behind the keyboard. But, as in real life, there are people that are more or less polite. And that is reflected in how they chat, either guy or girl.
The same politness would be in writing "sorry, I'm busy/I can't chat now/I don't want to chat now" rather than replying with just one-sillable answers. For sure I get the message but I also get that the netiquette does not live there.
I usually assume that if somebody is "online" and "Available", she actually is...
