I remember this one, its from the first or second episode of Love Hina again. Great clip 🙂
 
It's from the second episode of the Love Hina OVA, which had an overall span of about three episodes. The plot focuses on what happens after the main series had ended and introduces the protagonist's... younger sister? Think that was the relation.
