I think Dallas would give him a look. Michael Vick will bring a lot of attention to whatever team decides to sign him and America's Team just happens to have an owner who loves publicity. It definently wouldn't be for $10 mil/yr.
Someone will sign Vick. I'm guessing that a handful of teams will be willing to sign him when he eligible to play again.
Unlike other risky players, I don't think Vick will get in trouble again. He wasn't a problem in Atlanta and it was just that one incident that brought him down. Teams won't need to worry about him getting in trouble again. The biggest concerns would be bad publicity and if he can still play.
I think Dallas could possibly look considering Jones has made it evident that he wants to run the wildcat and Vick would fit into that. I don't think he would start over Romo though because Dallas has invested too much in Romo.
I do disagree about it just being this one incident.

In March 2005, Sonya Elliott filed a civil lawsuit against Vick alleging she contracted genital herpes from him in 2002, and that he knowingly failed to inform her that he was infected.
November 2006, Vick flipped off fans and was fined $10,000 by the NFL
Then there is the Dog fighting, the failed drug test once he was taken into custody, the instance with the water bottle and the hidden compartment and other questionable activities.
I think that there is a little bit of a pattern of thinking he is above the rules and maybe his dog fighting arrest changed that. I think there are deffinately going to be teams looking for his services, but I just don't see him getting a huge payday out of this and I think teams will use that knowledge of him only keeping the first $700,000 of a contract against him.
