The best way to use the forum to meet people is to join in the discussion and make yourself know. Drop by the chat room, and say hi, and in general put yourself out there, and see what happens.
We have many female members. They are still a small fraction of our membership, but we've had a great deal of success in female signups. Far more then many fetish sites.

If you're looking to connect with someone, your best bet is to check out the personals section. Though it's mainly guys looking for gals, there are some gals looking. They just don't always post since they tend to get inundated with e-mail when they do. But, you can also look at people's profiles to see if they say where they're from. The location is one of the things that shows up in the right hand side of every post (IF the person included it in their profile...not all do).
If you're looking for others to hang with and have a little fun, you may also want to check out the gatherings section. There are gatherings all over the place on a pretty regular basis.
As Myriads suggested, getting involved in conversation is a good way to get to know people and make contacts. The Tickling Discussion and General Discussion sections are the best for that.

First, I would just like to welcome you to the forum. There are a few women on this forum, but this forum is still about 90-95% male which I guess is better than 99.995%, but still not the best place to meet a tickling partner. You could try the Personals section, but honestly I have never heard of anyone having success there. This forum is great for a lot of things, but trying to find a partner I do not believe is one of them.
