I believe that this is from the very early Vid-Tech in their tickled series from the late 80's.

Even earlier...this was from the early '80s, it had no sound, and it was 8 mm. Oh yeah, it was pretty terrible too. Tickling videos have come a long, long, really long way. Back then stuff like this was pretty much all there was. Blessings should be counted.
