I found this picture on this website and I was wondering if anyone knows which sailor moon episode this is?

Unfortunately for all of us only Sailor moon was tickled twice in whole anime... well those were good scenes...
 
It's most definitely an edit, yes. And if you ever want to see it you'll have to do a little looking; that's an episode from Sailor Moon Sailorstars, which was never released as a TV series because it was too far gone (in the minds of the editors and cutting room people) to save. I believe that's the sixth or seventh or some such episode of Sailorstars.
