Section 31 exists to do Starfleet's dirty work........to perform acts necessary for the safety of the Federation that most starship captains cant....or wont....engage in....many in Starfleet maintain that Section 31 is simply a myth, that there is no super secret intelligence organization that operates outside the prime directive and answers to no one......but those that have been at the mercy of its operatives know better....Political assassinations, brainwashing and outright torture are all used on a regular basis, and their state of the art detention facility located on a small moon in the Laurentian system is equipped with the latest in interrogation tools such as biometric feedback restraints and Andorian Vibro-Tickler devices......
