not true for face down. If someone's sitting directly on your chest then you better believe breathing is going to stop.
Face down, if the tickler is sitting on your butt or the back of your legs, then it's definitely not going to cause ANY breathing problems. Also if the tickler is STRADDLING the lower back (since we're talking about straddling, not sitting on), there's no breathing trouble at all.
It also depends on who's sitting/straddling on top of you too.

Certainly I'm not speaking for everyone, only for me. My lungs just don't have the 'oompfff' to handle my weight pressing down on 'em rather than being face up, so I have breathing problems being face down with NO ONE on me.....

Two quick stories!

I love this postion too as the 'lee! Here's a couple quick remberances of such times! (Both are from college)

Freshman year I was visiting a female friend of mine and her roommate.
