The ticklee seems to be Star Chandler, and the 'ler looks like one of the FM Concepts women. Maybe this helps in identifying the video (probably an older FM video; Star looks rather young in this pic).

It is from a FM video. A good number of the S&B pics were drawn from early FM's I'll wager it's from one with a number lower then 40.
