That would be from (adjective-less) Spider-Man #12-13 (it was a two part story, but this comes from the first part if memory serves). Written, penciled, and inked by Todd McFarlane. Circa......1991-ish.

Yup. He was arrested in a comedy issue of something-or-other, due to complaints from young ladies. He was also accused of being a peeping tom on an episode of Robot Chicken too.
