If you are flirting with someone already, the person doesn't qualify as a stranger anymore. Tickling is an activity that falls into flirting, therefore it would be acceptable.

I guess the only time it might be acceptable is when you are in a place like a bar or a club and give someone a quick tickle. But even then there is no guarantee that the person won't react very negatively, and whoever did the tickling has absolutely no reason to complain about that, because it's just not commonly acceptable to just touch someone you have never met or talked to before.

I find it hard to get personally offended by a stranger's typing.
Aside from that, you're missing my point. What you call flirting and what someone else, many someone elses, in fact, might call flirting is open to discussion. And yes, you can flirt with an absolute stranger, that you've never spoken to, and once you've spoken, they can still be a stranger. Especially if they didn't like what you're saying.

It's all about context. That's all I'm trying to point out.

i agree with both sides of everyones opinions if its someone you wanna tickle but dont know them one bit, or at all then no dont do it because youll get hit and the cops will be on your butt! but if its someone you talk to online, cammed with, talked on the phone with and about to meet, then yah that would be okay. as long as they are okay with it.

Even if it is someone you have never met physically in person, but it's someone you have had a friendship with online / over the phone, that person does not qualify as a stranger because you've taken the time to get to know them. If both parties are consenting, there is no issue here.

However, I feel like if both parties are consenting to the tickling, that neither can be a stranger to the other. Unless you're at some sort of fetish party and you've got the balls to walk up to a random person that's there and ask if they want to tickle / be tickled and they agree. Otherwise, I can't really see a scenario where it would be appropriate to tickle someone you did not know in the slightest.

I don't think it's appropriate to touch a stranger at all, unless it was for some kind of emergency and you were giving aid of some sort or the stranger was doing something that could cause a hazard / harm to others.
