It's from a Harmony video. Can't remember the number. The woman in the chair is Morgan Phoenix, she only did one of the TK vids there so it shouldn't be hard to find. I want to say that 'Party' is in the title, but am unsure.

The blonde on the left is Greta Carlson; she appeared in assorted videos and tickling magazines in the early '90s, and I assume the pic is from one such magazine. Her ticklish reactions weren't the most impressive, but she was a pretty good tickler.

Edit: Based on Myriads' post, I'd say it's from Harmony's TK-13, which featured both Morgan and Greta (under a different name).
