Answering this as a ticklee. A 'good tickler' for me would be someone who:
1) Tickles because he enjoys laughter (not because of things like wanting to control, etc.)
2) Gets highly excited (maybe visibly) by giggling and laughter
3) Still can control himself and have a funny and teasing conversation that revolves around tickling without actually tickling
4) Manages to convince me that getting tickled would be fun for me before beginning to tickle me by saying tickle-related things that would have me giggling and squirming before his finger touches
5) Begins to tickle me but not too hard and not on my craziest spots
6) Can make me feel ticklish even on spots like forearms, knees, etc.
7) Continues to tease me verbally while not rushing through the tickling as he gets even more aroused
8) Doesn't feel the need to tie me as he takes his time convincing me to offer one spot after the other to him for tickling
9) Does more tickling while doing less (again, lighter strokes, not digging too hard, not needing to use all 10 fingers just to try and tickle more)
10) Tickles all over and not just one or two of his favorite spot.
11) Can turn a lot of everyday things into tickle tools (say things like a napkin) and is curious about how they tickle
12) Can tickle me to insanity without tying
13) Knows when to stop (and also when to not stop when I am screaming at him to stop)
14) If I decide to let him tie, remembering to give me frequent breaks between continuous ticklings (say after 10-15 seconds)
15) Sometimes forgetting point 14 at the right times
16) Not mixing sexual touching with tickling or tickling with sexual touching even though his arousal is becoming very difficult to handle
17) Knows how much to tickle when in public and in what situations and where and how to not overdo it so that others notice
18) Doesn't need to be something like 'dom' or for me to be 'sub'
19) Leaves me smiling after tickling and looking forward to being tickled again even if each time he does it, I will refuse to be tickled or try to run away
20) Makes me want to wear sleeveless dresses or crop tops knowing that it excites him and makes him want to start tickling (the key being not 'makes me wear' but 'makes me want to wear')
