From what I've read from some of the responses on the board for the last few years...

Tickling fetish requires two consenting adults who share mutual respect for each other as they engage in tickling play. It may, or may not, involve bondage to either enhance the helpless feeling for the lee or in order for the ler to be able to tickle certain areas which they may not be able to get to if the lee was free.

The actual fetish part comes from both the deep seeded need to be pushed to one's limits as the lee or the need to hear tickling induced laughter.
