Someone who is not ticklish at all. or someone who fakes being ticklish.
I think the answer is obvious, but we'll see.

Faking it, most definitely. Not being ticklish, you can't help that. But telling someone that you're ticklish and then find out you're not, that's a definite violation of trust being committed there.

Faking it. If I was dating a girl who wasn't ticklish, fine, she has to tell me that. I consider myself to be an honest person, and would be honest with her, and it would greatly upset me if she lied to me about being ticklish. If she did that, I would wonder what else she lied to me about.

Disagree. I'd rather somebody fake it. If they fake it, there's a chance I'll be fooled, and thereby pleased. No chance of that if they're just up and up nonticklish.

Worst case scenario of faking it is just the other option. I'm not going to consider myself profoundly wronged or victimized if I discover a faker.
