That's very possible. I've noticed that men are often a bit heavy-handed.
I know that's the story, but how true is it, really? From all that I've observed and everything that I've heard from women I know, the society of women is often at least as savage and sadistic as anything men do to one another. Little girls might be taught, above board, to be sweet and kind. But I think that what they
learn, at least in part, is how to do sadism subtly. Which equips them ideally for tickling.
But I didn't say that. I said that men are socialized not to be cruel to women at all. Those that do - wife-beaters, for example - are despised by other men. I think the fact that it's non-violent does help with both men and women - men in general have a much easier time tickling a woman than they do spanking her, for example. But to really push a female 'lee's limits requires dipping into territory that men are taught from early childhood to stay out of.
If you ever have a chance to see gay male SM and tickling play I think you'll see some of what I mean. Men play MUCH harder and more sadistically with one another than they do with women.
Someone else mentioned another factor that might come into F/m play: role reversal. I don't doubt that many women relish the chance to make a man helpless and "torture" him in ways that they know can't do any lasting harm.
